This should definitely not happen. It seems that there might have been a transmission problem between Fizz and Paybright. It could be that Paybright didn't communicate to Fizz that the loan was approved. Contact both Paybright and Fizz. You should be able to reach Fizz via the live Chat (My settings ---> Contact Forms --> Green Chat Bubble).

Hi @Smoocheet, I suggest the first action is to look under your order history in your account and check the records of the phone purchase and confirmation of shipping it to you. Then contact Fizz via My Settings - Contact Form, this is an exchange over email and therefore keeps it all for your records in case of a dispute. If there is any further confusion, contact your financial institution and ask that they stop any further payments to PayBright and initiate a dispute.
