Hello, yes Fizz does support picture and video messaging. If you have any problems, make sure your phone APN settings are right.

Yes, you can send pictures or videos through messaging. Furthermore, if you have a Canada-wide plan or US/Canada plan, you can send these messages everywhere around the world.

Sending MMS only require mobile data (from data plan, upgrades or perk). Period. Not SMS, not wifi.
No SMS option is required for MMS. Without that option in your plan, you will always need to transform each outgoing SMS into a MMS by either:
- adding a subject
- adding a picture
- sending to 2 or more contacts
That can be annoying on the long run. Unless you rarely send text messages.
So what Whizz Alex means is that, to have a seamless experience, people who send SMS and MMS in the same text conversation better have both options enabled.
That being said, nowadays people use messaging apps which only require mobile data (FB Messenger, WhatsApp, Signal, …) . It's generally considered more secure too. And receiving SMS is always free, having it enabled or not in your plan, so you're still good for 2FA/MFA.
