I have verified your line and I can see that you manage to activate the 250 MB upgrade.
Please keep in mind that even if you manage to apply it, your plan must include at least 1 GB of basic plan data in order to use it.
It was never meant to be used without having data included.

You str your APN ? there is how
try To Chat with Fizz support, they can see what's wrong whit your plan,
1- Connect to your Fizz account by clicking « Login » in the top right corner at fizz.ca
2- Any ad blockers in your browser should be disabled.
3- Open a help link page from Fizz Solution Hub: https://fizz.ca/en/faq/how-do-i-manage-my-fizz-account
4- The green chat bubble should appear after a few seconds in the bottom right corner.
5- Choose the option 💬 chat
