The modem has only 3 light on. Need help !!!

was it working previously, or is this a new installation ?
If it is a new installation, it can take up to 30 minutes or so, before it comes online. Tech sends activation, and then takes a little time to become active, and then I would leave it another 30 minutes, to boot (get blue lights), take firmware updates, reboot, etc...it will cycle 2 or 3 times and get blue lights before it stabilizes.
If this was working before, other than checking to see if the coax cables is still properly connected, there is not much more you can do, other than contacting customer service.
