Reactivate Internet service

I wood like to reactivate my Internet service at but I need a technician to install it.(I still have my modem)
I have been charged 4 times even if I didn't have the service.
Please let me know what should I do.

    2- The green chat bubble with the ? should appear after a few seconds in the bottom right corner.
    3- Click on it, and select chat if available, or any other option
