Can you activate RCS?

I was looking into RCS and found this in Fizz's FAQ section: https://fizz.ca/en/faq/whats-rcs-messaging-android-phones
I am using a Pixel 3 on the latest version of Android 11 (October 2020 security patch) and have the latest versions of Messages and Carrier Settings. In my Chat features settings, I continue to get "Chat features unavailable for this device. Your operator does not currently support this feature."
Has anyone been able to activate RCS on their phone?

    I doubt that Fizz supports this feature. You can confirm that with support by chat or messenger.

    The RCS service is offered by Google. To report a problem or comment on the service, you must therefore use the corresponding form in the Google Messages app.
    Here’s how:
    Access the Menu.
    Tap on Help and Comments.
    Tap on Send Comments.
    Your comments are sent to Google and the information may be read without Google contacting you directly.
