Try to contact the support to validate with them the reason
You can contact Fizz support by chat, from 8 AM to 9 PM everyday:
1- Connect to your Fizz account by clicking « Login » in the top right corner at fizz.ca
2- Click on this link: https://fizz.ca/en/faq/how-do-i-subscribe-to-fizz-home-internet
3- The green chat bubble should appear after a few seconds in the bottom right corner.4 -

They seem to have lots of problems with their ordering platform. Maybe try with another browser? If it doesn't work, contact the consumer service. In my case, both times, they weren't good and talk to me like I was nothing but, they're the only ones who can do something. Good luck!5

Maybe the zone is not covered or they have problems to get modem because the corona virus5
