Is there an installation cost if I do not have cable TV service at home?

I have one cable running in the house that I connect to an antenna for my TV in the basement. I also have two other outlets, one on the main floor and the other on the upper floor. The cables to these two outlets are not connected to anything presently. Will the technician do the necessary without charge to activate the outlet on the main floor where I plan to have the modem installed?

The technician will install the right cable, he will not use your cable.
I do not remember if it is RG9 or 59 but you need to have it the right one to lower the attenuation.
However, contact the support to let them know that you need the cable installation.8 -

He will help you by providing a coaxial cable and he will also have to create a coaxial outlet if you do not have one, for you.
