Apologies for the encountered issue.
Please make sure that the roaming function is active on your account and the international calls block is disabled in my plans- Manage plan- Advanced parameters. Also, make sure that you are not in an area of US where we do not have partners using the link bellow:

If you are still inside of the pink area, please perform a manual network switch from your phone's settings and switch between T-Mobile and AT&T to see if the issue persists. A few more helpful tips, please take a look over:
