Modem only has 2 lights after restarting?

My internet hasn’t been able to connect since this morning, I did a troubleshoot through the app, I’ve tried restarting and also doing a factory reset but still have only 2 lights on the modem (second from the top is flashing as if it’s processing)
I’ve also tried to contact customer service, but I’m on mobile (as I have no internet) and I have never seen this mysterious green chat bubble pop up so I’m not sure how to contact anyone. (It’s noon EST, so it seems to me it should be within business hours)
I’ve also sent a message via messenger, the bot replied to me, and I’ve yet to hear anything else back.
