Depending on what model of phone you have, check that you're not allowing your phone to use data to compensate for a weak wifi signal when you think you're on wifi. The first thing is to check your phone's data use tracking internally, then make sure you've got all your settings on to disable background app refresh and wifi assist. Check that the app updates are only done when you are on wifi, or better yet, allow only manual app updates.2
