Please contact me for a solution to this problem. I’m already looking at other providers. He can’t even activate the buzzer to let anyone into his apartment

Does he has a plan with unlimited texts and calls? If not, he should add funds to the wallet. To do so you go to "manage my plan" and then "wallet". A texto costs 0,05$ and a minute of call-0,3$. If it doesn't help, maybe your phone is not compatible with Fizz. Anyway, contact them:
