According the the CRTC in Canada, a service provider can only continuously charge you once the service is installed. Nevertheless, you do well to confirm the refund with fizz.6

You can reschedule your appointment up to three (3) times. If you try to reschedule a fourth time, your subscription will be automatically cancelled, and you’ll have to restart the process all over.

I see that your home internet order has been canceled now and the full refund has been made. You can see the refund in your canceled plans transaction history and the card used for the order as well.
