why I'm able to make international calls...when I don't have the international call plan?

If you have money in your "Wallet" then you have access to all Fizz mobile services5

As MT says, if you have money in your wallet, the international calls will come from there. Otherwise, it is an error in your account and will probably be fixed at some point in the future.3

You need to have an International calling Add-On or funds in your Wallet to make those calls.
If you are able to call without them, then you have a glitch. No worries, you will not be charged as there are no surpise bills with Fizz.
You may report the error to Fizz support here.

I will report to fizz to be correct since it is a bug if you do not have money in the fizz wallet
