Why can't I make phone calls?

It's been a couple of days that I just can't receive or make phone calls.. I tried contacting customer service the chat bubble never appears. Whenever I try to call I hear: Bonjour bienvenu au service Videotron, vous n'avez pas acces a ce service, pour plus d'informations veuillez communiquer avec nous.
But I have unlimited texts and phone calls and data? everything works except phone calls...
