Why do I get an error code when trying to gift data?

You cannot give rollover data, and you can only gift data to someone who has data on their plan.

Yea I know that. And this person has a data plan. I know they do as they told me2

I believe that the 1 they did some change and this can be a bug. You should contact the support.7

You best option is to contact them
