Why cant i get network parameters text message?

I am unable to send or receive mms messages but my connection to fizz is set up and i see the phone tries to send the mms but never goes past the loading. I am also unable to receive the "Resend Network Parameters " message

You can also add manually.
Did you try?
What phone are you using?
Have you try to send a SMS from a other phone to your fizz?

Verify APN parameters and restart phone.
If on iOS, make sure you have latest version and restart phone.

Take out simcard reboot the phone, plug in simcard to try.
