Why can't a make calls, text or use data in the us after I filled my wallet?

I filled up my wallet before leaving. Now that I am in Los Angeles, I can receive texts, but cannot call out, text out or use data. I have roaming on, in my advanced parameters online I can make international phone calls, I am connected to AT&T. What is wrong?

You have coverage Canada with your plan, so you are unable to use your services included in your plan, in USA.
I can also see that you added money in your wallet and you used it for some SMS and data.
