In order to text to Canada you need to put money in Wallet and it would cost you 0.10 / text
.
However due to many bugs in Wallet function, it's not recommended ( funds in your wallet might be emptied by roaming bugs )

So it's kind of you can not

You will able to text, my friend just tested at China, Texts: 0.10/text. This is pay as you go.

If you don't have money in wallet, NO you can not text to any body. If you do have money in wallet, yes you can send text to anywhere. $5/month for 500m addon works great in China, I'll just use wechat or whatsapp instead. Best part is Fizz data is not restricted by China Great Wall. It works with gmail and facebook out of box.
