Will the free 250m data work without a data plan?

I have a text only plan, no data, no call. If I applied the 250m upgrade, can I use it with whatsapp when I’m outside without wifi? Or I have to add data option in order to use this 250m upgrade?

You should be able to use 250M upgrade without data plan.

I believe the upgrade only applies on your next billing cycle date, so not immediately.
