Incoming call failure from either unknown numbers or U.S. numbers?

Yesterday I was trying to login to Paypal, and it only had two options for verification, 1. SMS and 2. calling. I chose calling, and the call kept getting going to VM after the first ring(402-935-7733). I retried 6 times and the same behavior happened. Second, After the second time it kept saying Call Failed after the first ring. I kept trying to pick up but the phone but it kept going to VM, and I have had this issue for other calls as well, especially Private number calls, the first time it only rings once and says call failed. The person usually has to call 2-3 times but that didn't work for Paypal.
Is there a way to report this to FIZZ?

That's odd - I know 2FA does not work via text, but I've done it using phone option with Google. I don't see why PayPal would be different... Consider messaging Fizz on the chat bubble or via FB messenger.1
