With Quebec only plan is texting to Canada/US/International Included?

As the title says my plan has SMS included but I selected Quebec only , will it include outgoing text to Canada/US/International?
Incoming is free regardless.

Yes, if you choose unlimited texts, you can text everywhere in the world for free. As long as you stay in your coverage zone.

correct, so far for me, free SMS even on quebec only plan but texting internationally

I tried to use my line (quebec only) to call ottawa 613 number, doesn't work. Text works just fine.

International sms can be received and sent anywhere in Canada.
