I would try to delete the APN configuration, reboot the phone and add it again.

In theory the phone should attach in LTE considering that Fizz works with B4 (1700/2100 AWS 1) and B17 (700 bc). Maybe you will not have the same performance in comparison with a phone that support both bands, because you will not be able to use carrier aggregation.
