When soy you think they will have fizz internet in Manitoba

For now, home internet is only available in Quebec. Fizz will most likely only let folks know if their plans when they're ready to launch. Hopefully it won't be too long until Fizz makes this available elsewhere, but they would need to build the infrastructure and/or have agreements with the incumbents, both of which would take time. (In the case of Quebec, Fizz's parent company Videotron already has an extensive network already in place.)
