Text message to transfer number never came through despite several requests?

I've been trying to transfer my number from Public Mobile to Fizz, but have never received a text asking for my permission. I've sent the request twice already, and still nothing.

After every 90 minutes, Fizz sent me an email saying, "153 informed us that the account holder did not answer the transfer authorization request to confirm the transfer of this number over to Fizz. If you still wish to transfer this number from 153 to Fizz, please submit a new request. A new transfer authorization request will be sent to the account holder by 153, so make sure it is answered in time."

I never received any text to respond YES to it.
