yes, price is fixed at the time of change, just plan change delayed to next billing cycle0

Thank you for letting us know about this.
I want to inform you that you can submit a new plan change request in case the price changes again after the first request. However, you will have to submit these changes before the freeze period starts. This period starts 72 hours before the end of your payment cycle.
During the freeze period, only one change request is allowed, as long as none has already been made in your cycle. Before this period, you can request plan changes as often as you like.
