Is your phone VoLTE certified?
You can do the operation inserting the SIM to a certified phone to modify the configuration
You can always contact the support if your phone is VoLTE certified by Fizz and you still have problems

I don't see anything wrong with it. You have a plan the includes voicemail with Fizz? You are sure that you are using your phone's built-in stock dial pad and not a dial pad in some app? If you have dualsim, or you sure you are dialling the code on the right sim? What type of phone?
