No, the rate depends on from the country that you call, and yes you must be in the coverage zone in order to be able to use it.
Go to your account and click on add an addons, international calls and enter the country to see the rate
For France 0.30 CAD / minute
For USA 0.30 CAD / minute

Hi,
I was wondering if the rates are the same if I call other countries with funds in the wallet?
I will be calling from Canada with Canada coverage.
So if I call a number in USA (from Canada) or France (from Canada) the cost will be the same:
Minutes $0.10 / min
Texts $0.05 / text

FRANCE0.30 CAD / minute
UNITED STATES OF AMERICA0.30 CAD / minute
but If I buy 60mins add-on, I will lose it after a month…

You will lose it when you use all or they will expiry at the end of the next billing cycle
Add-Ons are active immediately. They’re valid until the end of your next payment cycle.
In other words, if there are 10 days left on your current payment cycle, your Add-On will be valid for approximately 40 days.

For 4.00 a month, you should consider changing your plan to include the USA. And if you ever travel to the USA, you plans travels with you for no extra cost.
As for other countries, you could consider using apps to make your calls, which would then use your data.
