Location seems to be pinging in Quebec?

I have had an app tell me "it looks like you're in Quebec" as it asked me to accept conditions for some new cookies.

I also seem to be getting location specific ads for companies located in Quebec...

I know Fizz is out of Quebec, would this be the reason? Has anyone else experienced this? It seems very odd
