Oh I had the S9 and changed it because it was not compatible with VOLTe (if VOLTe is the issue here)

I'm in Portugal and purchased an add-on a few days before arriving here...but I only seem to connect when I use the hotel's wi fi...what do I have to do to access data when I'm away from the hotel? Thanks in advance for any help...
