Phone plan increases by $1.60 when getting phone purchase quote

Hello, I am an active Fizz customer and I was considering buying a phone through Fizz.

I want to buy the phone upfront (without financing) but noticed that the initial quote shows the plan as $1.60 more expensive than my current plan for the same amount of data. Is this by design? For reference I was looking at the pixel 8a which does not have any discount on phone plan.
