Does your SIM card have a red thunderbolt icon on them?
You can see an example here:
SIM cards shouldn't expire and you should be able to reactivate them but recently they phased out all the old SIM cards to upgrade them to VoLTE compatible and I think that is the case here.
If this is the case, you should reach out to support and see if they will replace it for free or if you need to buy a new sim card that is VoLTE compatible.

i think they mean it says their credit cards are expired. Maybe try it again another time could be an error on fizz's end?

Try to pay in the private mode after cleaning the hostory. If it's still not working contact the support team.

Sorry to hear about the issue.
I verified your account and it appears that the card that you tried to use was expired, but yesterday you managed to activate a Sim card and transfer a plan to us.
I suggest that you check with your bank for future references and make sure that the payment methods are accepted by Fizz also : https://fizz.ca/en/faq/what-payment-methods-can-i-use
