Internet speed being throttled? Always at the same time of the day

It seems as if I am being throttled from 400/50 mbps speeds to ~45/~35 mbps every day starting at 9:00pm, up until about 10 pm when my speeds are back to normal. My speed tests are done from a computer wired by ethernet. My modem is in bridge mode, since I use my own router (Fortigate 60E).

I have obviously tried the basic troubleshooting steps, including rebooting my modem/router several times, but nothing fixes the issue other than waiting until 10pm, where everything goes back to normal. I can easily monitor my whole network's bandwidth and nothing is using it up. I am simply only getting the slow speeds from Fizz/Videotron.

It has been occurring for a few weeks now and I am beggining to think I am being throttled. Interestingly, I don't do any heavy uploads or torrents or anything like that. Most of my consumption is download for gaming and streaming.

Can someone from Fizz confirm if throttling occurs and what triggers it?

    Sorry to hear that your internet connection is spotty at night sometimes, and we will gladly help you out. If this keeps happening, please consider downloading the new Fizz WIFI app, logging into it with the email address and password of your Fizz account, registering your modem, and doing some troubleshooting.  
    To start troubleshooting follow these instructions:
    ►Stand next to your Modem
    ►Open the Fizz Wi-Fi application and tap the 3 dots in the top right to open the application menu
    ►Tap “Fizz support”
    ►Tap “Tools and support”
    For more details, please reach back to our customer service representatives and they will guide you through all the steps.

    It cam be a congestion at that period, you should contact the support to check it

    Any access of 100 Mbps or more is subject to the traffic management policy.

    @A17 , I am aware of those limitations and it particularly says the following:

    What kind of traffic is targeted?
    Fizz does not target any particular type of traffic, nor any specific applications or protocols such as peer-to-peer file sharing. Only data uploads (from the user to the Internet) made with the ACCESSES * access are subject to traffic management. Download traffic (from the Internet to the user) is not managed.

    So this is not an upload limitation but rather a complete package throttle (both upload and download speeds), so I am curious if congestion is the issue. I will speak with Fizz support to confirm

    The strange thing is that it starts at 9:00 p.m. regularly. I'm going to do some testing at home...
