I had a similar problem with Desjardins. After talking to them, I learned that for a few days after having ported a number to a new provider, they do not send the codes by SMS to avoid fraud by porting the numbers. They provided me with another method for 2FA for a few days and after that it worked.
I have no idea how they know the number was ported. But, that's really what happened. It worked after a few days.
