YES! If you leave data on, it will still use a little to update the fastest route based on traffic (but at least it won't be downloading the map for the area you are driving). If you turn data off, you will still get turn by turn directions, you just won't get updates on arrival times based on traffic or re-routed if there is a faster route.

You can download google maps while you are on WIFI and then use it offline to save data.
