With Fizz, incoming texts should be free anywhere in the world.
So you can take the minimum plan with minimal coverage for $12.
Turn on Roaming setting of your phone and as long as your phone is compatible with local mobile network, you will receive the SMS texts.
Fizz plan with incoming text only
Can someone assist in creating a minimum value plan such that I receive incoming texts from US? For the moment I am in India and want to only keep the service active(no outgoing texts/calls or incoming calls) Would it make sense to add funds instead of monthly recharges? Thank you.

As already mentioned, you can simply create the 12 $ minimum Quebec Only plan. Incoming text messages are always free. Be advised that in some countries you won't be able to make calls or write texts. Refer to the specific international roaming page for more details

You probably want to turn off roaming as you don't want to use data while in India.

You NEED roaming in order to be able to connect to CELL towers outside your the Fizz territory.
However you CAN turn off mobile data alone to avoid using it.

Sorry, there is nothing to turn on for voice/text roaming. Roaming toggle is only for data.

Turn off data roaming. Turning off roaming on your phone prevents it from connecting to data networks. You won’t be able to read your emails unless you connect to WiFi but you’ll still be able to talk and text.
