Are you running any server function on your computer? some application's close ports also.

    Any firewalls? VPNs?

If you reboot your router and computer are ports remain closed.

Port tests don't actually test if a port is blocked, it tests if a service it listening at the end of said port. So when you do a port test, you also have to be sure you have something listening on that port AND that your router has port forwarding configured for the port(s).
