The reactivation is done using the web interface, therefore you can do from any country
The reactivation is taking 2 hours, however, if you wait more the 60 days, you should get a news number since Fizz garantie the number for 60 days

How to reactivate your Fizz account when you have a SIM card:
1- Go to the Reactivate page and log into your account.
2- Review or adjust your plan details and click Confirm.
3- Verify your phone number (if you are reactivating within 60 days) or select a new phone number. Learn more about changing your phone number
4- Review your addresses and plan details, then click Submit.
5- You go to the payment interface to pay for the first month of your new plan.
If you do not care about the phone number, you can open a new account, and make a new plan using the same SIM, and do not forget to use the referral code to have 25$ credit to your 2nd payment

As mentioned, if it is more than 60 days, then it means that your old plan is permanently closed and you will need to activate a new plan.
In this case, the good news is that you can reuse the same SIM card for the new activation and you will qualify for the referral credit when activating the first plan of a new account.

As others mentioned, if it's been more than 60 days that your Fizz plan is inactive, you'll be obliged to activate a new mobile plan and choose a new phone number.
The normal delay to activate a new plan is around 2 hours.10 -
You should get your service within a few hours upon activation of your card.9
