Yes all phones sold in Canada are unlocked. It saves the company from having to unlock it for you for free upon your request.
BTW some other customers mentioned that you must be at least level 5 now (see My Rewards level on your account) to participate in the beta phone program.13 -

Oindo, if perhaps a phone is not unlocked, you can contact the supplier who sold it to you. They are must unlock it free of charge.6
