SIM card didn't received

I ordered my SIM card last Sunday, but I didn't receive my SIM card yet.I am always being waiting for the SIM card cause I need a local phone number urgently for preceding lots of tasks. So I checked the delivery history today, i says that the mail has been delivered Monday(9-Nov-2020), the gay just PUTTED THE MAIL OUTSIDE THE DOOR OF THE BUILDING, WITHOUT ANY NOTICE!!!! HE LETF THE MAIL IN AN OPEN STREET!!!????
And besides, I tried hard to research you gays buy a telephone, and I never find any trace for your contact number, that is BRILLIANT... So , Can you gays tell me, what should I do for the next steps?
