Sending photos to Rogers customers?

That depend of the software used to send/receive emails.
It is sent by email? Usually it's the receiver who may have problems. You may check reading the email on a computer. If the image is hidden (just a square), you may right click and chose "Download images". On phones, it depend on email program, try to use another program for reading emails.
If you send them by Whatsapp or Hangout, you shouldn't have any problem.

Manny, as opposed to what Mihai is saying, I presume you send your pictures as MMS. Have you noticed this with many Rogers clients? Could it be something with their phone(s)? Did you setup your APN correctly? If yes contact the customer support chat bubble or through Facebook Messenger for more insight.10

First you need a data plan. Assuming you do, I'm not sure if MMS will work if you have no SMS/MMS plan but pay on usage basis (wallet or add-on).
Otherwise It will mostly be a phone misconfiguration4 -
