That's not a speed meter. That meter shows how much data you have remaining.
It's a bit weird because it shows you still have 4.56 GB left. Do you have a high data plan and are there many days left until your next renewal?
You mention crazy lagging. Have you tried restarting your phone? Perhaps run a speed test (but that will consume a portion of your data). Also check how much storage you have left on your phone.9 -

you can test you speed with speed.com or speedtest.net
it really depends how far are you from the cell tower. the further you are the slower the speed will be6 -

Hi Bùi,
You get this warning if you use a lot of data all at once. This triggers their automated system to give you a "heads-up" warning that if you do that everyday you won't have enough data for the rest of the month.
As for slow internet check to see if you are on FIZZ or FIZZ EXT - this might mean you are on LTE or 3G. Here are some tips if you are having troubles with data on your phone https://fizz.ca/en/faq/how-do-i-use-my-phone-to-access-the-internet6 -
