No data in eastern Quebec

I have a Quebec data plan, however I have no data in Magdalen's islands (which is in Quebec, in the Maritimes). I have a Roaming Icon on on my android, and even if I enable roaming, I still have no data. I come here often and it's the 1st time I had this problem, others mobile companies are working well here with a very good coverage.

Did you already try to reboot the phone after having activated the data roaming?7

Yes, I did this, no effect. Still roaming but no data.
