Calling and receiving from Vietnam?

Hi, I am from Montreal and have Fizz 250min for Vietnam add on my plan.
Do those 250min applied for calling and receiving calls from Vietnam on my cell?
Is there's any hidden cost or over the limit cost?

    Only the outgoing are counting

    No hidden fees

    The call receive in your coverage area they come from anywhere are always free

    Can the person from Vietnam make collect call to my cell?
    And if yes, once the minutes are running out, will the call just stopped or how does it work?
