Yes you can activate only data but, as per my understanding you will need to activate a phone line without any minutes or additionnal options! I tried to build a mobile plan from scratch and it was 15$ for 1Go in Quebec, 17$ for Canada and 25$ for CAN+US! Make sure you remove all options like Voicemail, Unlimited minutes & select the right coverage area depending on where you will be driving!
