With Quebec coverage plan, you can can not call outside of Quebec and the Ottawa region. If you want to call to BC, you have to buy a travel add-ons (see the joint screen shot) Your best option is to change you Quebec plan to Canada, it is $2.00 more per monthIt will be most likely cheaper than buying a travel add-on. Remember that your new plan will be effective after your next payment and you have to make change at least two days before you renewal date. Hope this will help you.5

Your plan has the coverage of Quebec.
If you want to call your relatives in BC, you need to buy add- on (a bloc of minutes for Canada).
Or
With your actual plan with data, use a VOIP application like Fongo, Whatsapp or Messenger for your calls outside the province of Quebec.

If you prefer: change your plan with a the Canada coverage.4 -
A Quebec plan mean you can only use your phone in the province of Quebec and call the province of Quebec. you can use free phone aps that let you call anywhere in canada for free using you phone data3
