How to make call from US to QC?

Paid for US roaming but I am can't seem to make a call from US to QC.
What am I doing wrong?

    Did you try to add +1 before the number?
    For example +1514xxxXXXX

    Did you verify in your account if you have the addon for the US calls?

    Tried to add +1 and did not work. I see dialing and it just stops. When someone calls me it says no service. The time after that it said user if not available at this time, then the time I tried after that is just sounded busy.

    Have you made an add-on for calls in US ?
    It seems quite strange.

    I did put the add on, paid for 60
    minutes.

    I have verified your account and it seems that you purchased an international calls add-on which is used from within your plan's coverage to call outside of it instead of a Travel Add-on that can be bought from My plans- Manage plan- Travel.
