No, that means if you want the incoming calls or outgoing calls you need to pay for it, if you do not have an addons for the minutes or money in your fizz wallet you will not receive any calls9

If you just need to keep your telephone number for some months without any service from Fizz, it's cost 10.46% + Tx.
If you need somes services, you have to buy add-on or add money in your wallet to pay per usage.6 -
No incoming calls. You only get free incoming SMS.
People who choose this option are those who want to put on hold their mobile services, but still keep their mobile phone number. If you cancel your plan, you will loose your phone number.
The plan with nothing can still be used for Addons or Pay as you Go (by the minute and per outgoing SMS). In order to do this, you must add funds in your Fizz Wallet.

It's not incoming call. As the others said it's incoming text messages.
If you don't need a lot of voice minutes, what you could do is take a 60 minutes voice add on at the beginning of your cycle, it would cost you an additional 3$ and would be available for 2 month. (The ongoing cycle and the next one). So, you could buy the add on every other cycle.7 -

Usually all the Canadian providers consider also the incoming calls as minutes5

I only have a data plan and it's perfect for me. I don't text (sms) because I'm always using messenger. And the 60min addons for 3$ is fine when client or family have to call.
Btw, fyi, without SMS you still can receive them for free. So I'm still able to receive my confirmation number from my services like Amazon or Steam, and my client or friends still can leave my a message in sms. I'll just have to call them or leave a message on messenger instead of sms.

You can add money to your wallet at your convenance. Unlimited minutes is +7$ and the 60min addons is 3$. If you talk more than 2 hours per month with your phone than the unlimited minutes option is a better choice.1
