If you swapped phones, your new S9 may be locked to a carrier. Try another phone if that is the case.11

The blocked sign means that there is no network. Try to restart your phone first and then do a network search to see if it will find any available networks.13

You are maybe in an area where the is no service. Or that the Fizz partner carrier Fizz is not offering service for certain subscribers (roaming)
Did you make sure your phone is set to allow roaming (for both calls and data)?

The block signal mean that you do not have signal, since at least you must have emergency call only
Check if you network operators is in automatic

To chat with Fizz without problem:
First, open a session and access to your fizz account.
Then, open a second window and types this adress:
https://fizz.ca/en/contact-us
Wait a few seconds to see the green chat bubble down to the right of the page.
When you see it, click on it.

Try taking out the SIM and putting it back in again. Maybe it didn't make good contact6

If you have upgraded your phone to Android 10 the APN settings might have been changed, as it happened to me, check your APN settings if this is the case.3
