I think you have your answer.
If you buy it on the 15th February your add on will take effect right away and will be valid until April 8
When you buy the addon you pay for it right away, it's debited from your credit card. You pay for it when you buy it and then it's valid from the moment you pay until the end of the next cycle.

You only have to make the change in the previous billing cycle if it is a change to your plan, such as coverage. Since you are just getting an add-on, you can do this right before your trip.2

The travel add on is effective on the day you purchase it. So if you purchase it before the 8th, the travel add on will expire at the end of the new cycle. If you purchase it after the 8th, it expires on the following cycle (almost two cycles).4
